Devarim 11:26
"Pasoach tiftach" — the verb is doubled. Give, and then give again to the same person if needed. Tzedakah is measured by the second time, not the first.
Devarim 15:8; Sifrei
The festival joy of "v'samachta b'chagecha" explicitly includes the Levi, the convert, the orphan and the widow. A simcha that doesn't have room at the table for them isn't yet the mitzvah.
